A redstone lamp is a visual output: it turns on instantly when powered and emits light level 15, then turns off after a short delay so it does not flicker in pulse circuits.

Bedrock note The Bedrock off-delay is 6 game ticks (Java uses 4). That brief lag is intentional — it keeps the lamp from flickering when driven by fast pulse circuits.
